This isn't an ambiguous headline. The complete opposite in fact.  From the local paper.

New Forest MP, (Desmond Swayne), says "Flytippers should be garrotted."

The full quote, which would have required a smaller font to fit it across the page was...

'The penalties are insufficient.  If the offenders were garrotted with their own intestines there'd be fewer of them."

I imagine there's a few pints being raised to the man in New Forest pubs tonight, as a story worth sharing.  And maybe a few flytippers keeping their backs to the wall.

I just wish he'd used entrails rather than intestines, but I'm still happy with the image.

I had to look up what the hell a flytipper was. Not quite sure that is worth a death penalty ... but certainly making them eat the trash would also help clean up the mess. Even the nonfood items.

Ah, but suppose you can't be bothered burying it properly.  Suppose you just push it out of the back of your people-carrier as you drive along a quiet road.  Suppose, too, that you've put the job off a bit too long and the maggots have got in there.  You'd be back to fly-tipping, wouldn't you?
