(A sailing ship stopped mid-ocean by swinging some of her yards round so that the wind was driving some of her sails forward and some of them back.  It involved a fair bit of heaving so that's what it was called - heaving to.  When it was done she was hove to.  Aren't these games educational?)

To roam or amble aimlessly.

There is another meaning, which Jo probably knows.  When a rope is 'reeved' (the verb) through the pulleys on a 'block and tackle' it is said to have been rove (the noun for the completed state).
