This isn't a question.  Even if you tack a question mark on the end.

But if you juggle the word order, Isn't this a question will look interrogative, even without being properly dressed with a trailing question mark.  Won't it?

But a question mark alone does not turn just any phrase into a question, anymore than putting a tie on a woman will turn her into a man.

An offshoot of cable ties, some locals took on a contract to top a couple of wealthy horse people. They tied them up with cable ties and shot them. Bad shots, the couple lived but the serial/batch numbers on the cable ties were traced to the company one of the contractors worked in his day job. He did some good time, never allowed to step foot in our region after release. Was a nice bloke before he became a roid boy
